Some areas out here still use modems, especially the ones who don't use even DSL yet (yes, there are those old fogeys) but I purposefully made the time period ambiguous. It can be any time between the mid/late 90s to the early to mid 2000s. Something about that decade or so appeals to me as a sort of transition phase between milleniums, with the good of the 1990s and the developments of the 21st century relatively in synch. I guess there's a little nostalgia involved there.
